Mumbai: In a surprising set of developments overnight, Devendra Fadnavis of BJP supported by some members of Nationalist Congress Party led by Chief Sharad Pawar’s nephew Ajit Pawar took oath as CM and deputy CM respectively.
The move came as a surprise as Sharad Pawar on late Friday evening announced the party’s support for Uddhav Thackeray to be CM of Maharashtra with 12,14 and 16 cabinet berths for Congress, NCP and Shiv Sena respectively, as per sources.
Saturday morning, followed by a series of secret meetings and backhand talks by BJP and NCP, resulted into early morning oath taking ceremony, which Sharad Pawar later disapproved. NCP chief Sharad Pawar clarified that the decision of going with the BJP to form the government in Maharashtra is of his nephew Ajit Pawar, and not that of NCP.
The oath-taking ceremony came as a news flash on TV channels broadcasting live from Raj Bhavan with only Asia News International or ANI invited in for the ceremony. PM Narendra Modi’s tweet congratulating Devendra Fadnavis and Ajit Pawar confirmed the reports of possible BJP-NCP government formation. President’s rule was revoked at 5.47 am to facilitate the sudden oath ceremony.

Sena-NCP while addressing media jointly, which saw absence of Congress leaders in it, called the sudden developments in state a foulplay and an unethical coup from NCP’s Ajit Pawar who had allegedly misused the support letters from all 54 MLA’s of the party. Sena’s Sanjay Raut alleged “kidnapping” of 8 NCP MLA’s by BJP. Pawar also warned rebel MLA’s of “anti-defection” law which would lead to suspension from assembly.

Later in the evening Maharashtra Deputy CM Ajit Pawar held a meeting with NCP MP Sunil Tatkare and NCP MLAs Dilip Walse Patil and Hasan Mushrif at his brother Sriniwas Pawar’s residence, ANI reported.
Several questions from opposition and media raised questions about the legal proceedings of the overnight developments from Governor canceling Delhi meeting, President signing the order to remove President’s rule without cabinet discussion and arrival and oath of Ajit Pawar without verification of support letters of NCP.
Several parties have shifted their MLA’s out of the state fearing poaching as the deadline towards assembly floor test approaches.
Shiv Sena has also approached Apex court against the oath taking ceremony of BJP government.
Aam Aadmi Party attacked BJP calling it a “Chori Chhipe” and “undemocratic” government formation.
The Assembly elections in India’s second largest electoral state concluded on 21st October with results out on 24th October no formation had taken place until today.
Guidelines for International flights; passengers to give all expenses; priorities to pregnant women, students and who lost their jobs
Central Administration on Sunday gave all the instructions/guidelines for the Indians who are stuck in any part of the world. All the expenses will be born by the travelling passengers. Priorities will be given to those who are having tough times and have lost their jobs during this pandemic. Except this, permission to enter the country will be given to elderlies, pregnant women. The same kind of Standard Operating Procedure is given to those who are stuck in India and want to return to their countries.
SOP of Home Ministry
The central home ministry said that the stuck passengers have to register themselves in the embassies of their country and have to provide the information asked.
Priorities will be given to people who lost their jobs, visa holders with less duration left, health-related emergencies, pregnant women, people who are willing to come due to death in their house and the students.
All the passengers coming to India have to follow the quarantine guidelines issued by the central health ministry and the ministry of family welfare.
16 Terms and Conditions of the Ministry of health and family welfare
Passengers before boarding have to give in writing that they are ready to undergo a 14-day quarantine including 7-day quarantine with their expenses followed by 7-day home quarantine. They have monitor their health themselves.
There will be some exceptions. The state government will be responsible for people having stress, pregnant women, death in the family, serious disease, parents with kids below 10 years. The home quarantine can be of 14 days and the usage of Aarogya Setu app is mandatory during this period.
Do’s and Don’t’s will be issued by respective agencies along with the ticket.
Every passenger is advised to download the Aarogya Setu app on their cell phones.
The thermal screening will be done before boarding a ship or a plane. Only those without symptoms will be permitted to travel.
The above-mentioned rules will be followed by passengers who are entering the country by road. Only those without symptoms will be allowed to enter the country boundaries.
2 copies of a self-declaration form have to be filled by the passengers. One has to be submitted on the immigration centre which is available on the entry point of airports, dockyards and land borders. The forms are available on the Aarogya Setu app.
All necessary precaution must be taken. The arrangement of sanitisation and disinfectant should be made.
Social distancing has to maintain onboarding and at airports.
Announcement related to COVID-19 must be made on airport, dockyard and land border checkpoints.
Crew members are responsible to check the masks on every passenger’s face while travelling. The responsibility of sanitization and disinfectant is of the respective airlines and crew members.
Every passenger will be thermally screened by the health team at the airport, seaport or land port.
During the screening, any passenger found with the symptoms of the disease will be isolated immediately by the health officials. He/She will be taken to the hospital according to health protocol.
The passengers with no symptoms will be sent to the quarantine centre by the state or union territories governments.
These passengers will have to stay for 7 days in governmental quarantine centres. According to ICMR guideline, they will be tested and if found positive will undergo treatment.
If light symptoms are found, they can either be permitted for home isolation or the related person can be sent to a private or governmental COVID care centre.
Domestic flight updates: Delhi is all set; Maharashtra didn’t permit
Civil Aviation Ministry announced the resumption of domestic flights from 25 May but the Maharashtra government denied the permission saying that they will follow intact lock-down. Till now, the government had neither made any changes in the rules of lockdown 4.0 given by the central government nor have permitted for the resumption of flights.
In 9 states like Punjab and Chattisgarh, the landing passengers will undergo quarantine.
The states in which the passengers will undergo quarantine are as follows:
Punjab: Chief Minister Amarinder Singh told that the passengers coming home via train, bus or aeroplane will have to necessarily undergo a 14 day home quarantine.
Chattisgarh: Chief Minister Bhupesh Baghel said that all the plane passengers have to undergo an institutional quarantine of 14 days.
Karnataka: Passengers coming from states like Maharashtra, Gujarat, Tamil and Delhi, Rajasthan and Madhya Pradesh by any means of transportation will have to undergo a 7-day institutional quarantine followed by 7 days of home quarantine.
Uttarakhand: Passengers will be quarantined for 10 days in a hotel or a governmental place.
Goa: State government wants flight passengers to undergo an Anti-body test.
Andaman and Nicobar: Administration has set Standard Operating Procedure (SOP) for the passengers coming by flight. Every passenger will undergo thermal screening and 14 days of home quarantine.
Kerala, Assam, Uttar Pradesh, Andhra Pradesh: In these states also, the on-board passengers will undergo a quarantine of 14 days.
In Delhi, all the domestic flights will be operated from terminal 3 of Indra Gandhi Airport. Delhi International Airport Limited told that the temperature of every passenger will be checked at the entrance by a CISF Thermal Scanner. Aarogya Setu App in every passenger mobile phone is necessary.
According to reports, DIAL’s CEO Vidah Jaipuriar told that the first flight will be operated on 25 May, 4.30 pm. He said that the authorities have assured that all the facilities for boarding passengers will be touchless. Either passenger print the boarding passes from home or use the ‘Scan and Fly Kiosk’.
190 flights will take off from Delhi everyday. Due to the allowance of one-third flight on a route, only 190 flights will arrive and 190 flights will depart from Delhi’s airport. Almost 20,000 passengers will come to Delhi airport. The regular flight were suspended from 25 March keeping in mind the danger of COVID-19.
International flights to resume operations from mid-June says Mr. Hardeep Singh Puri
Civil Aviation Minister Hardeep Singh Puri announced on Saturday that the international flight would start operating by middle of June if there is a positive change in the COVID-19 situation by then.
“As an optimist, I would say why wait till August or September; if situation eases or improves, if the virus behaves in a predictable manner, we get used to the idea to co-exist with the virus and make arrangements…let say we have an ambitious goal, why not start middle of June, end- June or July? I know you will say MHA lockdown is till May 31…nothing is written in stone…we are starting the domestic flights from May 25, we are prepared,” said Hardeep Singh Puri.
In a live chat with Mr. Puri on facebook, he stated that the pricing of tickets is a commercial matter which is in between the airline and customer so the government’s role is limited to issuing advisories.
Domestic flights will start operating from May 25 and a meeting was initiated with State governments to decide the process while being in quarantine Suggestions have come up by many states about a 14-day institutional quarantine on the arrival to the new destination.
He also said that the Arogya Setu app is reliable once the people begin using it wisely and understand how it functions.“If you have an Aarogya Setu app and you are clear, do you want another test? India is conducting around 1 lakh per day…if you do not have any symptoms or did not come in contact with a COVID-19 positive person then what is the use of test? The test result will come in 7 hours…you take the test and wait for the result and then wait for another two hours before the boarding?” asked Mr. Puri. He said the Aarogya Setu app was preferable but airlines have not made it mandatory.
PM Modi visited the affected areas by Amphan
Yesterday, PM Modi announces to travel to West Bengal and Odisha on Friday to take note pf the situation in the wake of Cyclone Amphan. PM Modi departed from Delhi to West Bengal on Friday morning to take an aerial survey, later he visited Odisha as well. The Prime Minister also took part in review meetings where the relief and rehabilitation aspect were discussed.
The last time visited Prayagraj and Chitrakoot in Uttar Pradesh on 29 February. He took another tour today to West Bengal and Odisha after 83 days.
The prime minister undertook an aerial survey of areas affected by the cyclone in WB. He was accompanied by WB Chief Minister Mamta Banerjee. He arrived at Kolkata Airport and was received by the Governor of West Bengal Jagdeep Dhankar and state Chief Minister Mamta Banerjee.
The financial assistance has been announced by the PM of Rs.1,000 crore for West Bengal and Rs 2 lakh will be given to the families of deceased and 50,000 will be given for the injured.
PM has also said that the Bengal is doing well and the government has taken all the efforts to tackle this situation created by COVID-19 and the cyclone.
West Bengal CM announced the compensation of Rs 1000 crore for the restoration work of the affected areas. A compensation of Rs. 2.5 lakh was also announced for the families of the deceased. According to media reports, NDRF Director General SN Pradhan said that an MHA team will also visit to evaluate the loss done by the super cyclone.

COVID-19 India Updates: The number of confirmed cases has reached to 1 lakh 19 thousand and 521
The number of confirmed cases has reached 1 lakh 19 thousand 521. 73% of cases are in just 5 states while the virus has reached 26 states and 7 union territories. Over 41,000 cases are from Maharashtra. The Home Ministry has granted permission of Overseas Citizen to come to India with certain terms and conditions.
On Friday, the number of confirmed cases found are; Delhi – 660, Rajasthan – 150, Karnataka – 105, Odisha – 86, Andhra Pradesh – 62, Jharkhand – 5, Chattisgarh – 4 and Assam – 2. Over 66,000 people are under treatment, 45,000+ people have recovered and 3583 have died from this virus.
The situation of top 5 states and 1 Union Territories in no particular order:
1) Maharashtra: Total number of cases is 41,642. Only Mumbai has 25,000+ cases which accounts for 61% of total cases of Maharashtra and 22% of the country. The today death toll has reached 64 including 41 from Mumbai. The maximum number of deaths have occurred in Mumbai,i.e., 882 and the death toll of state has reached 1454.
2) Madhya Pradesh: Total number of cases is 5,981. 1391 fever clinics have been started in the state where 42,000+ have been tested. over 30,000 people were advised for home isolation and 6050 samples were collected for the testing
3) Uttar Pradesh: Total number of cases is 4,605. On Monday, 9,114 samples were tested. Only 141 were found positive. 2,783 patients have recovered in the state. 118 have died due to this virus. Total 2173 active cases are in the state whereas 3204 patients have been recovered. The death toll has reached 138 in the state.
4) Rajasthan: Total number of cases is 6,377. On Friday, 150 new cases have been reported in a different location like in Dungarpur – 17, Jaipur – 13, Jodhpur – 18, Udaipur – 12, Bhilwara-4, Barmer- 14, Kota – 17 and Rajasmand – 1, Baswada – 2, Jaisalmer – 1, Nagore – 3, Bikaner – 1, Dausa – 1, Jalore – 5, Sikar – 5, Ajmer – 6, Jhunjhunu – 6, Sirohi – 9. 152 deaths have been reported in the state. The toll of total positive cases has reached 6281.
5) Bihar: Total number of cases are 1987 including 1000 migrant labour. 211 patients were recorded in the last 24 hours. This is the first time that the number of new cases has exceeded 200.
6) Delhi: Total number of cases is 12,319. As of Friday, 660 cases were reported positive, 330 have been recovered while 14 have died. The death under mysterious circumstances will not be counted under the death toll of COVID-19

Cyclone Amphan : 72 dead in India; cyclone reaches Bangladesh
The diameter of the eye of cyclone was nearly 30 km and was 15 feet tall with the wind speed of 185 kmph. Cyclone Amphan has weakened now and is over Bangladesh leaving 72 dead in West Bengal. It blew up shanties, uprooting thousands of trees and swamping low lying areas, said a report of Indian Meteorological Department.
It also said that it will dissipate into a depression and a deep depression which are the signs of further weakening of cyclone.
19 May: 32 NDRF teams deployed in Odisha, West Bengal, 21 teams were on standby mode to deal with cyclone Amphan. The Meteorological Department stands about 600 km south of Paradipin early in the morning. Updated reports of IMD told that the cyclone will move towards West Bengal as an extremely cyclonic storm. Cabinet Secretary chaired the meeting of National Crisis Monitoring Committee on Tuesday.
Tripura government also gets orders from the central government to prepare for the cyclone. Further reports of IMD told that 6 Odisha districts to be most affected when Super Cyclone makes landfall. Fishing activities suspended in West Bengal and Odisha till 20 May. Rahul Gandhi also appealed the Congress workers in West Bengal, Odisha to help people. Ferry services have been shut down in Bangladesh on the major routes and have prepared more than 12,000 cyclone shelter to evacuate people to coastal villages.
Cabinet Secretary chaired the third meeting of the National Crisis Managemnet Committee to review the preeparedness of states and central ministries. Odhisha broadcasted SMS based alert system, played tower siren to evacuate people. Updated reports of IMD stated that the extensive damage is expected due to devastating wind speed and Amphan will cross West Bengal and Bangladesh coasts on May 20. Telecommunication department and Power Ministry were ready with the plan to deal with the situation. Media reports stated that 3 lakh people were evacuated and were kept in relief camps as of around 9 pm on May 19. Odisha Chief Secretary told that the people form most vulnerable areas to be evacuated by the might of 19 May. Around midnight, Srikakulam districts also get alert from the district administration. Srikakulam is situated in Andhra Pradesh. Lok Sabha speaker Om Birla spoke to the MP’s and urged them to be in constant touch with the people of their zone.
May 20: Rainfall, strong winds hit Odisha’s Bhadrak ahead of Cyclone Amphan landfall. Amphan was expected to make landfall. IMD reports read that the cyclone will cross West Bengal- Bangladesh close to Sunderbans during the afternoon and evening hours of 20 May. 19 NDRF teams were deployed on the ground in West Bengal. 6 teams were deployed in South 24 Parganas, 4 teams each in East Midnapore and Kolkata, 3 teams in North 24 Parganas including 1 team in Hoogly and Howrah respectively. Over 1 lakh people were evacuated in Odisha as the cyclone moves towards Bengal coast from 13 most vulnerable coasts. Uprooted trees blocked the roads of Bhadrak district. on Wednesday after strong winds and rainfall hit the districts. All operations of Kolkata Airport suspended in the wake of cyclone till Thursday’s early morning. Indian Navy is put on high alert for the relief efforts in the wake of Amphan. Landfall of cyclone Amphan begins and to continue for 4 hours till 8 pm.
Bangladesh evacuates 1 million people ahead of Amphan landfall as of the evening of May 20. The power supply was cut in North and South 24 Parganas of West Bengal. Rainfall and strong winds in West Bengal’ North 24 Parganas as cyclone Amphan make landfall. This cyclone was weakened into a very severe cyclone storm, makes landfall in West Bengal, rainfall and heavy winds hit North 24 Parganas on Wednesday. Updated reports as of 11.20 pm say that 2 were killed and 5500 houses were damaged in North 24 Parganas as the cyclone hits West Bengal.
May 21: Bollywood also prayed for minimum destruction by this cyclone. They showered their praying through tweets. Alice Wells, a senior diplomat says that the US stands with India and Bangladesh as they prepare for the cyclone. 7 were killed in Bangladesh as the cyclone hits the coasts around midnight. Reports of morning state that Super cyclone Amphan weakens to cyclonic storm centred over Bangladesh. Odisha’s Balasore returns to normal. Many people have stepped out to buy essentials. Fruits and vegetables vendors were seen on roads selling their products. In the afternoon, cabinet secretary Rajiv Gauba reviews the situation in Odisha and West Bengal. Amit Shah assured all possible help to Odisha. Residents who were affected by the cyclone were shifted to shelter in WB. IMD Director- general says that there is an expected delay in Monsoon due to this cyclone. As of today evening, 72 people lost their lives due to cyclone. In evening reports also says that private aircraft, a hangar at Kolkata Airport were damaged.
The toll due to Cyclone Amphan reaches 15 in Bangladesh in the evening. NDRF chief, SN Pradhan says that normalcy will return in next 24 to 48 hours after the cyclone hit the state of Odisha.

Domestic flights to restart from 25 May; 200 trains to resume from June 1
Due to nationwide lock-down, flight have been suspended from past 61 days and the airlines’ services will be resumed from 25 May. Only one-third flight will fly on every route,i.e., if before lock-down 21 flight were there on a route, then only 7 will operate. Among these, the railways too have prepared its draft of 200 trains to restart its services. The list of trains have been announced and the booking starts from Thursday, 21 May.
The information of restarting of flights have been given by Hardeep Singh Puri, Union Minister for Housing and Urban Affairs through a tweet. However, nothing has been mentioned about international flights. He told to prepare airports and airlines to start preparing for the operation.
There were 7,800 flights including 5100 domestic flights. Now only 1700 flights will resume. Only 25 domestic flights will resume from Jaipur out of 56 domestic flights. Out of 200 trains, 6 trains will either arrive or depart from Jaipur.
The seats will not be empty in airplanes
Along with lock-down on 25 March, the domestic airline services have been suspended whereas the international flights were suspended from 22 March. Only cargo and special permission flights were permitted to operate. The airline sector have been effected badly due to lock-down because of the pandemic. Aerostation Minister told the airlines to start bookings for 25 May through a tweet but the airlines haven’t started the bookings yet as no circular have been circulated for the same and Vistara told that we can not start the booking on the basis of a tweet.
Reservation for General coach is now mandatory.
Out of 200 trains, 73 pairs are mail express, 5 pairs of Non- AC Duranto and 22 pairs of Janshatabdi. The whole train will be reserved and will have AC and Non-AC category of coaches. The booking will be done either on IRCTC website or mobile app. The fare of second seating will be charged. Reservation counter will be closed. No agent can book the tickets. After screening, only people with no symptoms will be allowed to travel.
ISRO bagged the patent for moon-like sand
Indian Space Agency, ISRO got the patent for the technique of making moon-like sand. ISRO made the soil at the time of Vikram Lander and Rover Pragyan. At the time of Chandrayan -2 launching, India made sand similar to the surface of the moon. The Vikram Lander and Rover Pragyan were tested on this.
Indian Patent Office gave ISRO patent on 18 May. They first applied on 15 May 2014 and this patent is valid for the next 20 years.
A scientist who discovered this technique
Venugopal, SA Kannan, Shamrao, V Chandra Babu plays a vital role in discovering this technique. The research team includes S. Anjhagan, S. Arivjhagan, CR Paramshivam and S. Chinamuthu from Department of Geology of Periyar University, Tamil Nadu and Muthukumaran from National Institute of Technology, Tiruchirapalli.
Former director of UR Satellite Centre M Annadurai told the news agency that the surface of the Moon and The Earth is totally different. The reason we had to make artificial soil is that they have to test Lander and Rover that resemble exactly like the surface of the Moon. He further added that importing moon’s soil from America would be a very expensive deal and ISRO needed around 70 tonnes of soil so they needed a permanent solution.
It was made using Anthracite rock from Tamil Nadu’s Salem which matches the rocks present on Moon. Initially, the scientist gave grind the rock and took it Bangalore for further testing. It was converted to the resemblance of Moon’s surface and then the testing site was ready. This sand and samples of Moon’s soil bought by Apollo -16 matched.
There are two types of surfaces on Moon. The first is known as Highland. 83% of surface is highland in which calcium and aluminium content is more as compared to other minerals. This type of soil is made by ISRO.The second type is Mayer. The visible black crater contains this kind of soil. The maximum percentage of Iron, Magnesium and Titanium is found.
Dhaman – 1 : the fake ventilators to address the pandemic emergency
The Rajkot based private company “Breathing Apparatus” was promoted by CM Rupani when the largest COVID-19 hospital seeks the urgent help of the center. He even inaugurated the Gujarat-made ventilators at Ahmadabad Civil Hospital. He inaugurated the hospital on 4 April by visiting the worst-hit city of the State. But now, it is shameful for the Gujarat Government as these ventilators were donated by CM friend, Parakramsinh Jadeja.
This came out after 15 days the machines were installed in several hospitals. This shows that Artificial Manual Breathing Unit installed in the name of ventilators is not just a crime but also shows that anything can happen under the rule of Rupani.
On April 4, Gujarat CM said that this is a great achievement for Gujarat as the cheap ventilators were developed because in the present scenario where the entire world is facing the shortage of ventilators due to COVID-19 pandemic.
According to reports when CM was tries to contacted, he was not available but a bureaucrat closed to him said that CM didn’t called them ventilator in first place.When the press note was dug out, it clearly stated that the ventilator ‘Dhaman-1’ cost less than Rs 1 lakh per piece and were developed in a very short span of 10 days. The CM also stated that these ventilators are a great contribution towards the “Make in India, Make in Gujarat campaign”. Later Vijay and Patel congratulated the manufacturer and his team for their achievement.
According to reports, Jadeja admitted that it is not full fledged ventilator and was communicated to the government in advance. He added that there are several modes of ventilator and this is made to overcome the emergency. Also, the manufacturer are developing ‘Dhaman-3’ which will be a full fledged ventilator. The manufacturer stated that they will upgrade all the ventilators supplied and installed at various government hospitals.
Despite having Dhaman-1 machines, the state government has sent a request for 300 full fledged ventilator in the requirement of 1500 ventilators. Head of 1200 COVID- 19 bed hospital said, “the government asked us what we wanted and at the behest of our expert doctors who are handling the ICU, we sought high-end ventilators for our hospital”
Rajasthan Government issues guidelines for the fourth phase of lockdown
Jaipur. Amidst the lockdown 4.0 in Rajasthan, the state will continue the work in 3 zones, red zone, orange zone and green zone. After the central government gave guidelines, the Rajasthan government too gave their guidelines on Monday as the states were free to give their guideline according to their needs. Almost, the whole state will be opened as decided by the state.
All the beauty parlors, salons, stadiums, polo grounds, sports complexes will be open in all 3 zones. The factories will be opened and will get the permission to be operated in night. Inter-district and intra-district buses will ply but the routes will be decided by home ministry. Every shop will open in green zones but the negative list given by the central government will be applied to state. Any kind of activity is prohibited in containment zones. The curfew from 7 pm to 7 am will continue but the essential services will continue in this time too. After every customer, the whole barber shop and parlor will be sanitized. Wearing of mask is necessary. All the clubs in sports complex, polo ground and stadium will be closed.
