Kerala government reissues lockdown 4.0 guidelines

Kerala Chief Minister Pinarayi Vijayan on Monday extended the lockdown due to coronavirus rill 31 May. he also issued an order stating new guidelines.

The CM said that the state will follow the general lockdown but has made some differences on the basis of the state requirement. Online distance courses are encouraged as the educational institutes will continue to remain close. Public transports are allowed with 50% occupancy with no standing passengers allowed. There is no restriction of travel except for containment zones. Interstate travels are banned from 7 pm to 7 am. No passes are required for inter-district travel but an ID card is necessary. Passes are required to travel the far districts.

Coming to personal vehicles, in a 4 wheeler 1 driver + 2/3 passengers from a family. In a 3 wheeler, driver + 1/3 passengers from a family. In a 2 wheeler, pillion ride allowed for a family member. Students, relatives, family members, and workers who were stranded before lockdown can travel and re-join the family.

Under no normal circumstances, travel in or out of the containment zone is allowed. In case of emergency too, 14 days of home quarantine or institutional quarantine is required.

The malls can be open with 50% of shops. The mall management authority will decide with the consultation with local self- government bodies. Also, the barbershops along with beauty parlours can be opened without AC. The maximum waiting in both is 2.

Beverage outlets can be open after a system is prepared. Bars can sell alcohol and food as a parcel. Similarly, licensed clubs can serve their members with liquor and food. Government offices can be opened with 50% staff and rest 50% can work from home. The government who can not travel long distances will be deployed for COVID-19 related work within the district and have to report to nearby District Collector within 2 days.

Talking about functions, In a marriage function maximum, 50 persons are allowed. In another function, only 10 people are permissible. In funeral,  services, the presence of 20 persons is allowed. Religious places are still not allowed.

The Sundays are complete lockdown days and passes will require for any kind of travel. On Saturdays, all the offices are closed until further notice.

The district disaster management authority can a specific change if required.
